Center for Prevention of Torture visited Finland in September 2015 and have recommended paying particular attention to the educational needs of young children and juveniles. In general, the CPT recommended to provide purposeful activities tailored to their needs (including work, vocational training, education and targeted rehabilitation programmes). They feel a more relaxed regime focusing on the purposeful activities can avoid a bubble-filter like atmosphere at certain institutions.
