The hope of society, which sees the inmate as a social threat; of the family that, sometimes, is not able to help him in his reintegration and, therefore, sees incarceration as the only solution to the problem, hoping that the system will provide him with the tools necessary for his development and, finally, of the inmate who it wishes to return to society, free of all burdens or burdens, for having ended its social debt.

These are different hopes, but crucial. Few are the ones who don’t go back behind bars. The rate of recidivism in crime worldwide is approximately 75% ( Prison Fellowship International ) and in Portugal it is around 51% (Provedoria de Justiça). Data that may help to understand the 5th place in the ranking of the safest countries in the world ( Global Peace Index 2021).

“Teacher teach me that I don’t want to be arrested again” is the most striking phrase I keep from my nearly 30 years of teaching. Hence, the importance of the School and its professionals is highlighted, as they have the responsibility to provide effective responses to the many expectations raised in time of confinement. This responsibility is felt when, through the quality of teaching practice, meaning is given to the prisoners’ new life projects; it is, therefore, in the School and in the teacher that the realization of dreams is deposited.

We can, then, say that the work of a teacher in a prison environment is distinguished from others by the way in which they see us. In addition to being professionals, we are seen as “the closest to life in freedom”. It is also important to highlight the importance of the levels of motivation of the student-inmate, which is necessary to trigger and maintain, and it is in this sense that the +Power project has played a fundamental role. Therefore, it is unselfishly, but with great pride, that the team of teachers to which I belong has a much lower recidivism rate than the national average.

However, there is a small detail to be taken into account: the inmates who attend the school are volunteers, their registration is a result of their own initiative. This forces society to question how it will get everyone to invest in their education.

Can society not create incentives to attend educational courses, even if necessarily alternative and adapted to the prison environment, which provide for the redemption of part of the time spent in the sentence, as is already the case, for example, in Brazil ? Or is it more convenient not to face the reality of exclusion and absent-mindedly pretend the “invisibility” of this group of unwanted people? And, given the principle of equal treatment, do they have access to the same conditions and the same enriched environments as others?

Questions to demand urgent answers, as to what we want as a society.

Os reclusos que frequentam a escola são voluntários, a sua inscrição resulta da sua própria iniciativa. Isso obriga a sociedade a questionar como conseguirá que todos invistam na sua educação.

De entre as capacidades humanas, EDUCAR, estou certo, será uma das mais desafiadoras. Restituir, através da educação, sê-lo-á também? Propõe-se uma modesta reflexão sobre (re)educar.

Os não-desejados chegam a este estádio bem depressa, cedo demais. Os mais precoces, logo aos 16 anos de vida, antes mesmo do primeiro voto nas urnas. Certamente perguntar-se-á o que leva o indivíduo a cometer um crime pela primeira vez, quanto mais reincidir criminalmente. Creio que situações limite o motivam, contudo, sem uma explicação plausível de um ponto de vista humanista. Encarar a reclusão é um papel de todos. Refletir sobre essa reclusão pode mesmo ser incómodo, por ser uma situação limite quando outras políticas públicas não cumpriram plenamente o seu objetivo.

Cabe, assim, à Escola o duplo papel de, por um lado, promover o sucesso educativo e, por outro, se assumir como instituição central no processo do desenvolvimento comunitário, com foco na definição de estratégias que identifiquem, resolvam ou mitiguem as situações-problema. Situações essas que se manifestam desde o pequeno furto, roubo e tráfico, até aos casos de homicídio.

Poderá, então, a Escola assumir o objetivo coletivo de promover a “Reclusão Zero”? Ou será uma utopia? Pessoalmente, penso ser tangível. Mas para quando?

Mesmo assim, a maioria das situações fica por resolver. Atualmente, quando nos deparamos com reclusos jovens adultos, com pouco mais do que o 1.º ciclo, e cerca de 4% sem saber ler, pergunta-se: porquê? Decerto, algo correu muito mal.

Chegamos então ao “fim de linha”, que é, talvez, o reinício de todo o processo. É neste contexto, o prisional, que agora estão depositadas todas as nossas esperanças. A esperança da sociedade, que vê o recluso como uma ameaça social; da família que, por vezes, não tem condições de o ajudar na sua reintegração e, por isso, vê a reclusão como única solução do problema, esperando que o sistema lhe possibilite as ferramentas necessárias ao seu desenvolvimento e, por fim, do recluso que deseja regressar à sociedade, livre de todos os ónus ou encargos, por ter posto termo à sua dívida social.

São esperanças diferentes, mas cruciais. Poucos são os que não voltam para trás das grades. A taxa de reincidência no crime a nível mundial ronda aproximadamente os 75% (Prision Fellowship Internacional) e em Portugal situa-se nos 51% (Provedoria de Justiça). Dados que poderão ajudar a compreender o 5.º lugar no ranking dos países mais seguros do mundo (Global Peace Index 2021).

“Professor ensine-me, que não quero voltar a ser preso” é a frase mais marcante que guardo dos meus quase 30 anos de docência. Daí destacar a importância da Escola e dos seus profissionais, pois têm a responsabilidade de dar respostas efetivas às muitas expectativas suscitadas em tempo de reclusão. Sente-se essa responsabilidade quando, através da qualidade da prática letiva, se dá sentido aos novos projetos de vida dos reclusos; é, pois, na Escola e no professor que está depositada a realização de sonhos.

Podemos, então, dizer que o trabalho de professor em meio prisional se distingue de outros pela forma de quem nos vê. Além de profissionais, somos vistos como “o mais próximo da vida em liberdade”. Importa ainda destacar a importância dos níveis de motivação do aluno-recluso, que é necessário despoletar e manter, e é neste sentido que o projeto +Power tem tido um papel fundamental. Por isso, é de forma desprendida, mas com bastante orgulho, que a equipa de professores à qual pertenço apresenta uma taxa de reincidência bem menor à da média nacional.

No entanto, há um pequeno detalhe a ter em conta: os reclusos que frequentam a escola são voluntários, a sua inscrição resulta da sua própria iniciativa. Isso obriga a sociedade a questionar como conseguirá que todos invistam na sua educação.

Não poderá a sociedade criar incentivos à frequência de percursos educativos, ainda que necessariamente alternativos e adaptados ao meio prisional, que prevejam a remição de parte do tempo de execução da pena, como já acontece, por exemplo, no Brasil? Ou será mais cómodo não enfrentar a realidade da exclusão e, distraidamente, fingir a “invisibilidade” desse grupo de não-desejados? E, atendendo ao princípio de equidade de tratamento, será que estes têm acesso às mesmas condições e aos mesmos ambientes enriquecidos que outros?

Perguntas a reclamar respostas urgentes, quanto ao que queremos enquanto sociedade.

Unter den menschlichen Fähigkeiten ist die BILDUNG mit Sicherheit eine der größten
Herausforderungen. Wird die Wiedergutmachung durch Bildung auch so sein? Wir möchten ein
bescheidenes Nachdenken über (Um-)Bildung anregen.
Die Unerwünschten erreichen dieses Stadium sehr schnell, zu schnell. Frühestens im Alter von 16
Jahren, noch bevor sie zum ersten Mal gewählt haben. Man wird sich sicherlich fragen, was eine
Person dazu bringt, zum ersten Mal eine Straftat zu begehen, geschweige denn erneut straffällig zu
werden. Ich glaube, dass ihn Grenzsituationen motivieren, ohne dass es dafür aus humanistischer
Sicht eine einleuchtende Erklärung gibt. Die Auseinandersetzung mit der Ausgrenzung ist eine
Herausforderung für alle. Es kann durchaus unangenehm sein, über diese Ausgrenzung
nachzudenken, denn es handelt sich um eine Extremsituation, wenn andere staatliche Maßnahmen ihr
Ziel nicht wirklich erreicht haben.
So hat die Schule die doppelte Aufgabe, einerseits den Bildungserfolg zu gewährleisten und
andererseits eine zentrale Rolle im Prozess der gesellschaftlichen Entwicklung einzunehmen, indem
sie sich auf die Definition von Strategien konzentriert, mit denen Problemsituationen erkannt, gelöst
oder entschärft werden können. Diese Sachverhalte reichen von Bagatelldiebstahl, Raub und
Menschenhandel bis hin zu Tötungsdelikten.
Kann die Schule also das kollektive Ziel der Forderung “Zero Imprisonment” übernehmen? Oder ist es
eine Utopie? Ich persönlich denke, dass sie realisierbar ist. Aber bis wann?
Allerdings bleiben die meisten Fälle weiterhin unlösbar. Wenn wir heute junge, erwachsene
Gefangene haben, die kaum mehr als die Primarschule absolviert haben und von denen etwa 4 %
nicht lesen können, fragen wir uns: Warum? Irgendetwas ist da ganz sicher schief gelaufen.
Dann kommen wir zum “Endpunkt”, der vielleicht der Neustart des ganzen Prozesses ist. In diesem
Kontext, dem Gefängniskontext, ruhen nun alle unsere Hoffnungen. Die Hoffnung der Gesellschaft, die
den Gefangenen als soziale Bedrohung ansieht; die Hoffnung der Familie, die manchmal nicht über
die Voraussetzungen verfügt, um ihm bei der Wiedereingliederung zu helfen, und daher die
Inhaftierung als einzige Lösung des Problems ansieht, in der Hoffnung, dass das System ihm die
notwendigen Mittel für seine Entwicklung zur Verfügung stellt, und schließlich die Hoffnung des
Gefangenen, der von allen Belastungen befreit in die Gesellschaft zurückkehren möchte, weil er seine
gesellschaftliche Schuld getilgt hat.

den ich aus meiner fast 30-jährigen Lehrtätigkeit in Erinnerung behalten habe. Daher betone ich die
Bedeutung der Schule und ihrer Fachleute, da sie die Verantwortung haben, wirksame Antworten auf
die vielen Erwartungen zu geben, die in der Zeit des Strafvollzugs geweckt werden. Diese
Verantwortung wird spürbar, wenn durch die Qualität der Unterrichtspraxis den neuen
Lebensentwürfen der Gefangenen ein Sinn gegeben wird; in der Schule und beim Lehrenden werden
also Träume wahr.
Wir können somit sagen, dass sich die Arbeit der Lehrkräfte im Gefängnis durch die Art und Weise,
wie wir gesehen werden, von anderen unterscheidet. Wir sind nicht nur Fachleute, sondern gelten
auch als “dem Leben in Freiheit am nächsten”. Es ist auch wichtig, die große Bedeutung des
Motivationsniveaus der inhaftierten Teilnehmer hervorzuheben, das geweckt und aufrechterhalten
werden muss, und in diesem Sinne hat das +Power-Projekt eine herausragende Rolle gespielt.
Deshalb bin ich sehr stolz darauf, dass das Lehrerteam, dem ich angehöre, eine Rückfallquote hat, die
weit unter dem nationalen Durchschnitt liegt.
Es gibt jedoch ein interessantes Detail zu beachten: Die Insassen, die die Schule besuchen, sind
Freiwillige, die sich aus eigener Initiative gemeldet haben. Dies wirft für die Gesellschaft die Frage auf,
wie alle dazu gebracht werden können, in ihre Bildung zu investieren.
Kann die Gesellschaft nicht Anreize für die Teilnahme an Bildungskursen schaffen, auch wenn diese
