European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) under the Council of Europe say in their latest report that:
The CPT reiterates its recommendation that the Serbian authorities take immediate steps to ensure that all juveniles who are held on remand are offered educational and recreational activities which take into account the specific needs of their age group. Physical education should form a major part of that programme.
